Calling for the people’s initiatives

Late February, a directive from the Chairman of the municipal People's Committee of Thua Thien Hue province was sent out to all departments and agencies guiding the mandatory implementation of Hue-S, a software application, for all residents. The whole city had four days to get "all hands on deck" and complete this directive. Hue-S is "the scene report solution" made by Thua Thien Hue Center for Intelligent Operation. This software solution has been operating since mid-July 2019 to collect scene reports from locals, enterprises, and tourists about activities across the province, then analyze, classify, and send information to competent agencies. When the pandemic broke out in 2020, this solution was updated with official information, warnings, and timely recommendations to help people raise awareness and cooperate in the efforts to prevent the spread of coronavirus.

Integrating a well-rounded array of utilities to provide smart urban services, including land-use planning information, Hue-S has become a direct mobile platform channel for dynamic interactions between the provincial government and the citizen. From Hue-S, provincial leaders sitting in the meeting room can quickly access any scene reports on the spot, including information and images about all kinds of day-to-day issues happening in the province. Above all, what makes this app reputable and trusted by the people is the ability to process and handle those reports. After just over a year of operation, more than 200 departments and agencies have stepped in and handled over 70% of people's complaints.

After only 2 years of operation, Hue-S helped Hue win the "Asia's Top Innovative Smart City Project" award at Telecom Asia Awards 2019, the Vietnam Digital Transformation Award 2019, the Sao Khue Award of Excellency 2020 in the digital transformation service category. The scene report solution also helped Hue advance to number one in the e-Government rankings in 2020 (ranked 01/63 provinces and cities directly under the Central Government)...

Innovate the dynamic interactions between the Government and the People

The CPII was initiated by UNDP under the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) program, which aims to identify, promote, and help accelerate local initiatives that are committed by top leadership to foster governance innovation and digital transformation for the benefits of citizens. Fulbright School of Public Policy and Management (FSPPM) is the collaborating partner to implement the CPII and the CPII Digital Expo.

According to Dr. Huynh Nhat Nam, FSPPM Lecturer and Co-Chair of the project, CPII can be seen as an innovative way for the government to interact with the people and nurture this relationship within the framework of policy formulation and implementation process in Vietnam.

CPII Digital Expo is now accepting account registration and submissions of innovative solutions and ideas from across the country via the digital website. Per schedule, UNDP will select a shortlist of 3 to 5 initiatives in June to consider for acceleration. FSPPM will then assist the shortlisted initiatives in developing detailed proposals for UNDP's funding.

In addition to the annual Digital Expo, between 2021 to 2025, UNDP and FSPPM anticipate collaborating and supporting 3-5 initiatives per year or 12-20 initiatives altogether to help accelerating for local citizen benefits. Each selected initiative will receive advisory services and seed-funding between $20,000 and $40,000 to implement for a duration of a maximum of two years. In addition, UNDP and FSPPM will design the cross-coaching between provinces which share similar initiatives or assist them to connect with relevant experts.

"In the long run, the CPII aspires to produce success stories and prove that, with the right incentives and policies, local governments have the capacity to create positive changes in local administrative management and at the same time encourage civic engagement in other provinces and cities" - Dr. Huynh Nhat Nam shared.
