An Assessment of Ho Chi Minh City's Competitiveness and Implications for a Development Strategy 2025, Vision to 2045

Four decades have passed since the national unification, yet the potential of and expectations for the Southeastern region remain enormous. Although a number of significant achievements have been made, by and large the potential has not been tapped and utilized adequately. What has been achieved is far from expectations. The "Pearl of the Orient" location as once a worthwhile international destination is no more than a remembrance. The distance between Ho Chi Minh City and other peers, many of which were just similar or even worse forty years ago, is widening further and further. It has never been more urgent that Ho Chi Minh City needs to leverage its championship in guiding the development and collaboration of the whole region, aiming at an advanced city with double benchmarks – a highly competitive and livable city when Vietnam commemorate its centennial. If the City is able to identify the right direction and appropriate roadmap, ten years will suffice for building fundamental changes or platforms for a modern city and thirty years will be sufficient to transform a city from Third World to First World. This is not an unreal dream but what has been realized by many places such as Singapore, Seoul or Taiwan.
