This paper presents the changes in the laws, policies and macro-economy of Vietnam during 2006-2010 which led to difficult financial situation of Vietnamese commercial banks at the end of 2011. Next, it summarizes the efforts to restructure those commercial banks by the end of 2015. In the paper, I will try to make a systematic presentation on laws, policies and commercial bank restructuring events based on documents issued by government agencies, public information provided by the government agencies for the press, press interviews of government agencies' leaders and official representatives, official statistics of Vietnam and international organizations, financial statements and information officially published by commercial banks and other businesses. I will pose some questions in each section of the paper. Based on that presentation, readers can hopefully come up with the answers as well as assessments of their own. The last parts of the paper focus on several case studies of restructuring weak commercial banks, providing insights for readers to assess the restructuring process from a micro perspective.
