Abstract

In this lecture, Assoc. Prof. Kim Yong Kyun will articulate the central arguments underpinning his book project concerning the political economy of Vietnam's economic development. Firstly, Vietnam stands at a critical juncture, facing the looming risk of falling into a middle-income trap unless it successfully renovates its political system. Secondly, since 2013, the Vietnamese Communist Party (VCP) has initiated a crucial political system reform known as “building and correcting the Party.” This reform endeavors to augment the Party's governance capabilities and modernize the state's administrative framework, aligning with the essential needs of Vietnam. Thirdly, Vietnam must persist in its endeavors to renovate the political system, concurrently steering its trajectory towards striking a balance between state capacity on one hand and upholding the principles of the rule of law and democratic accountability on the other. Lastly, the realization of four distinct futures hinges on the outcome of Vietnam's pursuit of these dual dimensions of reform direction. Depending on whether Vietnam successfully attains both, either, or none of these objectives, the nation's future trajectory will be determined.

About the lecturer

Yong Kyun Kim holds the position of Associate Professor within the Department of Political Science & International Relations at Seoul National University (SNU). He also serves as the Chair of the Vietnam Center at SNU Asia Center. In addition to his role at SNU, he is a Visiting Professor at the Department of Political Science at the University of Social Sciences and Humanities, Hanoi, VNU. Dr. Kim earned his PhD in Political Science from the University of North Carolina-Chapel Hill. Currently, he is actively engaged in writing a book titled “The 2nd Doi Moi Underway: The Political System Renovation and the Future of Vietnam's Economic Development.”
