General information

The Digital Government Academy (DGA) is a crucial component of the Disruptive Technologies for Public Asset Governance (DT4PAG), a World Bank program supported by the Swiss Secretariat for Economic Affairs (SECO). Fulbright School of Public Policy and Management (FSPPM) is a strategic partner for implementing the DGA. DGA aims to equip government officials and leaders with competencies to leverage technologies for improved management of public assets, and to develop a network of Centers of Excellence (CoE), which encompasses research and training entities both domestically and internationally, to promote sharing of information, knowledge, and digital transformation practices.

Engagement/ COE activities

Partner engagement is a crucial goal in DT4PAG and DGA. The engagement principles of the DT4PAG project is to work with local governments that show a strong interest in addressing public asset governance challenges with the help of technology platforms and data innovations. During the first year of implementation, starting in 2023, DGA gives priority to four preliminary provinces: Ho Chi Minh City, Da Nang,  Thua Thien Hue and Dong Thap. Not limited to that, DGA encourages the active participation of provinces and cities nationwide in training activities, seminars, experience sharing forums, etc., which will be held regularly within the scope of the initiative.

Besides, DGA aims to develop a network of Centers of Excellence (CoE), which encompasses research and training entities both domestically and internationally, to promote sharing of information, knowledge, and digital transformation practices. The CoE network will serve to strengthen the technology platforms and data management practices in local governments in a way that is scalable and replicable, and help committed provinces to refine their PAG use cases, implement use-case business reviews, and identify digital innovation results to target. Fulbright will serve as a focal Center of Excellence in Vietnam and act as a hub connecting Vietnamese COEs with the world.

 

Training courses

The DGA aims to build digital skills in Vietnam’s public sector to lead and implement digital transformation. Each year, the DGA aims to cooperate with 3-5 provinces/cities to implement the training programs, focusing on practical ‘end-use’ cases that address problems being experienced, through development and adoption of digital tools. This skills-building program will focus on both foundational and functional skills for two groups: Executive public leadership and Management public leadership. 

Executive Leadership Program (ELP) is designed for local leaders from the Department leadership level upwards. The goal of the course is to update leaders on the latest trends and challenges that digital transformation leaders in the region and the world are facing, as well as facilitating the exchange of digital transformation leadership experiences among different localities. One ELP course will be held per year in the form of 2-day seminar. 

Management Leadership Program (MLP) is designed for mid-level public leaders and specialist officials. Two MLP courses will be held each year. In each course, the participants will attend two focused classes, each lasting 2-2.5 days in Ho Chi Minh City. The MLP classes comprise lectures and group discussions that concentrate on practical ‘end-use’ cases that address problems being experienced in localities, in order to develop concrete solutions for each.
