Development Policy surveys important issues in economic development and their implications for government, business and society. The course relates the theory of economic development to Vietnam's lived experience, and also compares Vietnam's path with those of other Asian, African and Latin American countries. We examine the relative importance of initial conditions, institutions, external factors and policy choices in shaping development outcomes, and discuss emerging opportunities and challenges such as climate change.
The course emphasizes the careful use of evidence—data collection, quality, modeling and presentation. Formulating sound policies requires rigorous and impartial use of statistics and a willingness to suspend judgement about the relevance of economies theories until the facts are known. Another recurring theme is the need to find a balance between markets and government action that is appropriate to the country's level of history, society and level of development.
The course consists of short lectures and student-led discussions. Assessment takes the form of a group project, a written final examination and credit for class participation.
